Should this kid be punished? I believe so. What would he think if somebody makes him to move to a crocodile which is going to eat him?
What does it mean that kids under 10 years old are not charged by laws with killing a lot of animals by making the crocodile to eat them?
Then, somebody must give the kid some penalties. Nobody should get away from their bad behaviour at any age except for infants. They have to know what the consequences are.
Those who were involved in this incident, staff at the zoo, the kid and the parents, should reach an agreement of how he will be punished.
What about working at the zoo on weekends for a year without getting paid? He is 7 years old, so he can get the weed out of grass or he can put all rubbish into bins at the zoo. He can also clean the animals' shit and feed them.
